In plain English a GFCI outlet is the outlet with the red reset button. The GfCI outlet is probably the one of the greatest electrical safety inventions in the last twenty five years. The GFCI is actually a replacement for the standard outlet. Any garage, bathroom or kitchen outlet within 6 feet of a sink must be GFCI protected. Also required all kitchen counter outlets should have a GFCI outlet. GFCI outlets are required by water because the outlets trip instantly and can serve a person from serious injury if there is contact between water and electricity from the outlet. Two areas that a GFCI outlet should not be used is for a refrigerator and sump pump. If the GFCI trips because of a power surge or a high amp demand from the units and the GFCI trips there will be no power to the units, which could be disastrous causing of loss of food and no sump pump protection which could be disastrous. Quick story about a GFCI located in the garage. Doing the inspection I tripped a regular outlet accidental and I knew it was tied into a GFCI outlet that had to be reset to put the outlet back in service. I looked for over an hour to find the GFCI that was tripped and could not find the tripped GFCI. When the owner of the house came home I asked him if he knows of a GFCI someplace that might be hidden. He said yes, in the garage its behind the tool boards I installed to hold my tools. Well another hour it took to remove some of the tool boards to reset the GFCI. Lesson, don't cover up GFCI in case the outlets it controls gets tripped you may have a hard time in an emergency resetting the GFCI. When you move into a newly purchased  house it's a good idea to trip the GFCI and find out what outlets the GFCI controls. That way will know which GFCI controls the non functional outlet. In other words, one GFCI may control a few other regular outlets.
