What Really is a Home Inspection ?
  A home inspection is a professional evaluation of the condition of the house the day of inspection.
Knowing the condition of the house the buyer can then make the decision whether or not to buy the house. There are two thing a home inspection is not:
(1) The home inspection is not an insurance policy that covers repair cost in the event a repair is discovered that was not disclosed in the home inspection report. A home inspection is a visual inspection only which means the inspector doesn't dismantle anything to determine condition.
(2) A home inspector is the red flag guy, he points out repairs and potential problems, he does not trouble shoot a repair to determine the cause of the problem that is the job of a licensed contractor

Hot Water Tank Bonding Wire
The bonding wire helps to complete the electrical grounding of the plumbing systems (only the cold water line is connected to ground). A copper bonding wire is connected between the hot and cold water lines on the hot water tank. Most times the bonding wire connection is just above the tank. This is a safety feature that should be installed when the tank is changed or if you have an older heater without a bonding wire it's an easy do it yourself job. There are two schools of thought on the reason for the bonding wire:
(1) Helps to complete the electrical ground of the plumbing system
(2) The bonding wire can divert electrolysis from the anode rod and tank which may actually extend the life of the tank. In other words, without all the high tech talk, the bonding wire may extend the life of the hot water heater.
  For whatever reason, the state of New Jersey requires a bonding wire and a bonding wire should be installed on any new or replacement hot water heaters
As previously mentioned, for the do it yourself type person, the bonding wire is an easy job the cost of the wire and clamps is about ten to fifteen dollars from a home improvement store. NOTE - when you go to sell the house with a hot water heater that doesn't have a bonding wire, the home inspector will probably write it up as a safety hazard. As mentioned earlier, the bonding wire is inexpensive and can be easily installed in a few minutes.
