Hot Water Tank Bonding Wire
The bonding wire helps to complete the electrical grounding of the plumbing systems (only the cold water line is connected to ground). A copper bonding wire is connected between the hot and cold water lines on the hot water tank... Most times the bonding wire connection is just above the tank. This is a safety feature that should be installed when the tank is changed or if you have an older heater without a bonding wire it's an easy do it yourself job. There are two schools of thought on the reason for the bonding wire:
(1) Helps to complete the electrical ground of the plumbing system
(2) The bonding wire can divert electrolysis from the anode rod and tank which may actually extend the life of the tank. In other words, without all the high tech talk, the bonding wire may extend the life of the hot water heater.
  Note - the manufactures estimated life of a hot water heater is 10 to 12 years, the date is on the ID tag. If the heater is over 12 years old we recommend that it be changed before it leaks and does damage.
  For whatever reason, the state of New Jersey requires a bonding wire and a bonding wire should be installed on any new or replacement hot water heaters
As previously mentioned, for the do it yourself , the bonding wire is an easy job the cost of the wire and clamps is about ten to fifteen dollars from a home improvement store.
